PBRC Minutes February 18, 2004
Present: Blue, Johnson, Nordgren, Salzer
Meeting convened at 8:23. Minutes of previous meeting were approved. Council unanimously endorsed Peter Nordgren’s three principles for department budget allocations:
	1.	Each department receives a base budget on a formula based on FTE teaching positions
	2.	Departments which support labs or special instructional facilities receive a separate budget line for that purpose, requested separately and accounted separately.
	3.	Departments with extraordinary program delivery expenses receive a separate budget line for that purpose, requested separately and accounted separately.
The Council adds that all three principles must be applied simultaneously to achieve a rational outcome.
The Council decided to focus next time on a few budget items, international programs, the HPHP report, and a new meeting time.
